A California Division of Occupational Safety and Health (DOSH) Certified Asbestos Consultant (CAC) or a Certified Site Surveillance Technician  (CSST)  conducts an Asbestos Clearance Inspection by taking air samples in compliance with National Institute for Occupational Safety and Health (NIOSH) Method 7400 for the determination of “Asbestos and Other Fibers by Phase Contrast Microscopy (PCM)”, Issue 2 (15, August 1994) guidelines to ensure that all air sample results are consistent at a level of less than or equal to (≤) 0.01 fibers per cubic centimeter of air (f/cc).  These are the levels recommended by the Environmental Protection Agency (EPA) for the re-occupancy of non-protected personnel/resident following an asbestos response action.  Additionally, these samples must be below the recommended regulatory concentrations of fibers in the air so that non-protected personnel/residents may reoccupy the area.
